In a world advancing through electrification, digitalization, and new technologies, copper is essential to modern life. Power systems, electric vehicles, data centers, and industry all depend on its performance and reliability, and demand is rising — not because the industry is asking for it, but because society is.

This is not about us. It is about people, progress, and human development. Copper supports jobs, families, and communities in producing countries, while enabling digital technologies, clean energy systems, and the infrastructure that improve lives and expand opportunities around the world.

At the International Copper Association, we work closely with our members across the value chain because, today more than ever, collaboration is essential to understand the market, guide manufacturers on copper’s performance advantages, and provide honest, data-driven insights to decisionmakers.

The reality is clear: society is demanding more electrification, more connectivity, and more sustainable systems. Our responsibility is to work together—across producers, manufacturers, policymakers, and end users—to respond responsibly with more mining, more recycling, open economies, faster permitting, and a shared commitment to human progress.

And we should say this with pride: pride in what we do. Because we are more than an extractive industry—we are a transformative industry that enables technology, sustainability, and development.

ICA and CDA Secure Official Recognition of Copper as a U.S. Critical Mineral

ICA and CDA played a central role in securing the official listing of copper on the U.S. Geological Survey’s Critical Minerals List, a milestone achievement for the copper industry. For the first time, copper qualifies for the strategic benefits associated with critical mineral status, including access to expedited permitting, federal incentives, and grant programs. Over four years, ICA and CDA led a coordinated effort across legislation, regulatory advocacy, and technical analysis—supporting bipartisan congressional action, engaging the U.S. Department of the Interior, and providing data demonstrating copper’s rising supply risk and importance to economic and national security. The listing, finalized on Noviembre 6, positions copper for further policy support, including legislation under development to extend eligibility for the 45X Advanced Manufacturing Tax Credit.

Ensuring Balanced Circular Economy Policy for Copper in EU Vehicle Legislation

ICA successfully engaged EU policymakers on the revised End‑of‑Life Vehicles Regulation to preserve circularity by ensuring proposed recycled content targets for materials used in new vehicles were not applied to copper. ICA’s objective was to prevent well‑intentioned but misaligned policy measures from disrupting efficient recycling systems and imposing undue burdens on manufacturers in Europe. Through sustained advocacy with Members of the European Parliament and EU Member States, ICA demonstrated through high quality data that copper already achieves high levels of recycling through market‑driven systems. This outcome preserved functional circularity models, avoided market distortion, and set a strong precedent for evidence‑based circular economy regulation.

Germany sets Science‑Based Occupational Exposure Limit for Copper

Germany adopted a science‑based occupational exposure limit (OEL) for copper grounded in research sponsored by ICA, avoiding unnecessarily restrictive limits while maintaining employee safety. A decade ago, ICA established a targeted, independent research program to close critical data gaps and provide regulators with robust evidence on exposure risks and worker health outcomes. The final OEL adopted by Germany aligned regulation with scientific evidence, delivering immediate national benefits. It is expected that the OEL set by Germany will shape EU-wide worker protection standards and national limits developed elsewhere.

ICA Aligns Members and Regulatory Authorities on Copper Mine Decarbonization Pathways for Chile

ICA unified member and external independent expertise to shape realistic, science‑based greenhouse gas reduction pathways for the copper sector in Chile. ICA convened member experts to develop and deliver updated scenarios considering available technologies, which the Chilean authorities are considering in their technology, energy and climate strategic planning. This work is improving country‑level target setting, ensuring credibility of decarbonization commitments, and supporting policies grounded in achievable pathways for the copper industry.

Strengthening Science‑Based Water Quality Regulation Through a Renewed U.S. EPA Partnership

ICA, alongside seven other metals associations, renewed a five‑year Cooperative Research and Development Agreement (CRADA) with the U.S. Environmental Protection Agency to advance state‑of‑the‑science approaches to evaluating water quality. The goal of this partnership is to ensure that regulatory decisions incorporate metal bioavailability, the most accurate method for evaluating ecological risk in aquatic environments. Through sustained collaboration, the agreement reinforces the scientific foundation of U.S. water quality frameworks and supports consistent, evidence‑based regulatory outcomes. This achievement is significant in safeguarding realistic permitting pathways for metals producers while promoting effective environmental protection with long‑term regulatory impact.

ICA China and CATARC Engineering Partnership Secures 85% Market Share for Copper in EV High-Voltage Cables

As electric vehicles continue to scale rapidly in China, the Market Development team focused on protecting copper’s position in high-voltage cable applications against increasing substitution pressure. Working with CATARC, China’s leading automotive testing authority, ICA supported the engineering development and validation of next-generation copper high-voltage cables that improved competitiveness by reducing costs (11%) and weight (6.2%). The program demonstrated that copper solutions could meet stringent EV performance requirements while remaining economically attractive. As a result, copper high-voltage cables maintained an estimated 85% market share, with major Original Equipment Manufacturers (OEMs) such as Hyundai and BYD reinforcing or returning to copper-based designs—securing copper demand in one of the world’s most critical EV markets.

ICA India Achieves Policy Breakthrough on Copper Trade and Economic Recognition

In India, the fourth largest copper market in the world at 1.7 million tonnes annually, the Market Development team set out to strengthen policy recognition of copper’s role in economic development and electrification. Through sustained collaboration with member companies, industry partners, and policymakers, ICA provided evidence-based insights on copper’s importance across the value chain. These efforts contributed to the removal of import duties on copper concentrates, blisters, and scrap, and to copper’s recognition as a critical enabler of national development. The policy shifts improved market conditions, supported domestic manufacturing, and reinforced long-term demand for copper in India’s energy transition.

Defending 3.1 Million Tonnes Across China's National Standards Framework

To ensure copper remains the material of choice across key electrical and thermal applications, the Market Development team prioritized engagement in China’s national standards development process. ICA contributed data, analysis, and expert input across 50 national-level standards covering cables, motors, transformers, heating, cooling, and electric vehicles. These efforts ensured that system-level performance, efficiency, and lifecycle considerations were fully reflected in technical requirements. The outcome was the protection of approximately 3.1 million tonnes of copper demand annually, reinforcing copper’s competitiveness at scale in the world’s largest end-use market.

Engaging OEMs to Secure Copper in Competitive Applications

As material choice decisions become increasingly strategic for manufacturers, the Market Development team intensified direct engagement with global Original Equipment Manufacturers (OEMs) to address concerns around performance, availability, and sustainability. ICA research and data helped influence a major U.S. manufacturer to invest in copper-based small diameter (5mm) tube technology for air-conditioning heat exchangers rather than shifting to less effective alternatives. The decision impacts a market segment representing 250,000 tonnes of annual demand, where copper currently holds approximately 65% market share. In parallel, the team addressed long-term availability and recycled-content concerns raised by leading energy equipment manufacturers, Siemens Energy, reinforcing confidence in copper’s supply resilience. These engagements safeguarded copper’s position in large-volume applications and demonstrated the Market Development program’s ability to translate technical insight into real-world investment decisions.
